Executive Summary
The adoption of a national tourism strategy is only the beginning of transformation. The real challenge lies in converting political commitment into coordinated implementation.
International experience demonstrates that the first 100 days following the launch of a national transformation agenda are decisive. During this period, governments establish political ownership, institutional coordination, implementation mechanisms, and stakeholder confidence. Success during these first months often determines whether a strategy becomes a living programme of national development or remains a policy document with limited practical impact.
This Action Playbook provides a practical roadmap for the Government of Angola to build the institutional foundations necessary for tourism-led economic transformation. Rather than focusing on infrastructure or marketing campaigns, it prioritizes leadership, governance, coordination, and implementation systems that enable long-term success.
Why the First 100 Days Matter
Tourism is one of the few sectors that depends simultaneously on transport, finance, investment, education, environment, culture, infrastructure, digital transformation, and local government. Without coordinated leadership, even the strongest tourism strategies struggle to deliver measurable results.
The first 100 days should therefore focus on creating the systems that enable implementation rather than attempting to deliver large-scale projects immediately.
By establishing governance structures, assigning institutional responsibilities, and developing implementation mechanisms from the outset, Angola will create the confidence required for investors, development partners, provincial governments, and local communities to participate in the country’s tourism transformation journey.
