An Nhien Chau Doc
Transforming a Spiritual Destination into a Sustainable Tourism Economy
Client: Chau Doc City Government, An Giang Province, Vietnam
Duration: 2018–2028
Sector: Tourism Development • Government Advisory • Capacity Building • Destination Competitiveness
Overview
The An Nhien Chau Doc Project is one of GapEdu’s flagship long-term government partnerships, designed to transform Chau Doc into one of Vietnam’s leading spiritual tourism destinations through a comprehensive programme of policy implementation, institutional strengthening and destination development.
Developed as a ten-year transformation initiative, the project demonstrates GapEdu’s ability to bridge the gap between development policy and practical implementation. Rather than focusing solely on tourism promotion, the programme established an integrated framework encompassing governance, human capital, destination branding, market access, communications and performance management.
Aligned with Vietnam’s national tourism development strategy and the United Nations Sustainable Development Goals (SDGs), the initiative provides a practical model for sustainable destination transformation driven by long-term institutional capacity.
The Challenge
Chau Doc possessed exceptional cultural, religious and natural tourism assets but required a coordinated long-term strategy to unlock its full economic potential.
The city sought to:
- Position Chau Doc as a nationally recognised spiritual tourism destination.
- Strengthen tourism governance and institutional capability.
- Improve workforce skills across the tourism value chain.
- Attract investment and expand market access.
- Build a distinctive destination brand.
- Establish sustainable systems for measuring destination performance.
Addressing these challenges required more than promotional campaigns—it required a long-term transformation programme integrating policy, people and implementation.
GapEdu’s Approach
GapEdu developed a structured implementation roadmap built around three progressive phases of destination transformation.
Phase I — Foundation (2017–2018)
Establishing the strategic foundations through:
- Destination planning
- Governance framework
- Tourism capacity development
- Brand identity
- Marketing platforms
- Initial promotional programmes
Phase II — Development (2018–2022)
Scaling institutional capability through:
- Destination evaluation toolkits
- Tourism workforce development
- Visitor feedback systems
- Tourism promotion programmes
- Strategic partnerships
- Crisis communication capability
Phase III — Transformation (2023–2028)
Building long-term sustainability through:
- Data-driven destination management
- Advanced workforce certification
- International market development
- Tourism competitiveness benchmarking
- Continuous monitoring and evaluation
- Sustainable destination governance
This phased model enabled the city to evolve from foundational planning to a mature, evidence-based destination management system.

- Destination marketing and communications
- International partnership facilitation
- Investment promotion
- Monitoring, evaluation and performance management
GapEdu worked closely with government agencies, tourism businesses, educational institutions and local communities to ensure coordinated implementation throughout the programme lifecycle.

Capacity Building
A cornerstone of the programme was strengthening local human capital.
GapEdu developed a comprehensive capacity-building framework covering:
- Tourism leadership
- Destination management
- Marketing and communications
- Tourism product development
- Hospitality operations
- Professional tour guiding
- Tourism English
- Vietnam Tourism Occupational Standards (VTOS)
- Community engagement
- Youth tourism awareness
The programme combined classroom training, field coaching and continuous mentoring to strengthen local capabilities over the long term.
Strategic Outcomes
The project established a roadmap to:
- Position Chau Doc as a leading spiritual tourism destination.
- Increase tourism workforce professionalism through phased certification targets.
- Strengthen destination competitiveness through data-driven management.
- Expand domestic and international market access.
- Introduce destination performance benchmarking.
- Foster sustainable economic growth through tourism development.
These outcomes were designed to create lasting institutional capacity rather than short-term project outputs.
Why This Project Matters
The An Nhien Chau Doc Project reflects GapEdu’s philosophy that sustainable development is achieved by building systems—not simply delivering projects.
Over a decade-long partnership, the initiative integrated strategic planning, institutional development, workforce capacity, destination marketing and performance measurement into a unified transformation programme. It stands as an example of how governments can move from policy ambition to measurable implementation through long-term collaboration.
